This bill makes several changes to the regulation of ground medical transportation services in California. It requires the Emergency Medical Services Authority to annually report the allowable maximum rates for ground ambulance transportation services in each county. The bill also places limits on the cost-sharing amounts that enrollees and insureds can be charged by non-contracting ground ambulance providers, and prohibits those providers from billing uninsured or self-pay patients more than the established Medi-Cal or Medicare fee-for-service amount. Additionally, the bill requires health plans and insurers to directly reimburse non-contracting ground ambulance providers for the difference between the in-network cost-sharing amount and a locally established or reasonable and customary rate. The bill also includes provisions related to debt collection practices for unpaid bills.
