This bill requires public entities, which are defined as cities, counties, special districts, and other political subdivisions that provide retail water service, to conduct a water usage demand analysis as part of their cost-of-service analysis for setting water rates. The analysis must identify the costs of water service for the highest 10% of water users, as well as the average annual volume of water delivered to these high users. This information must be made publicly available in the public entity's cost-of-service analysis. The bill also declares that water conservation is a matter of statewide concern, and the requirements apply to all cities, including charter cities. Additionally, if the state mandates costs on local agencies, the state must reimburse those agencies for the associated costs.
