This bill establishes a "lead county" for district or school district elections that encompass more than one county. It requires authors of arguments for or against such measures, and related rebuttal arguments, to submit them to the lead county's elections official, who will then select the arguments to be included in the county voter information guide and share them with other counties in the district. The bill also requires elections officials to post and accept electronic submission of candidate statement forms, and allows candidates in multi-county districts to submit the form electronically to their county of residence while still providing hardcopies and fees to each county. The bill declares it an urgency statute, meaning it would take effect immediately, to apply to 2023 candidate filing deadlines.
