This bill would revise and extend the School Energy Efficiency Stimulus Program, which consists of two parts: the School Reopening Ventilation and Energy Efficiency Verification and Repair Program (SRVEVR Program) and the School Noncompliant Plumbing Fixture and Appliance Program (SNPFA Program). The bill would extend the date by which all funds allocated to the program must be spent or returned to the utilities from December 1, 2026 to December 1, 2030. It would also authorize the Energy Commission to set application and encumbrance deadlines and establish the timing of grant funding. The bill would require the Energy Commission to submit an annual report on the program's activities and spending until March 1, 2031. Additionally, the bill would require the Energy Commission to submit a report by January 1, 2026 on the impacts and effects of inefficient heating, ventilation, and air conditioning systems at schools.
