This bill amends the existing Ohio law (Section 9.68 of the Revised Code) to prohibit requiring fees or firearms liability insurance for the possession of firearms or knives. The bill affirms the individual right to keep and bear arms as a fundamental right, and preempts any further licenses, permissions, restrictions, delays, or processes that interfere with this right. It also allows individuals, groups, or entities adversely affected by any local ordinances or actions in conflict with this law to bring civil actions against the political subdivision and recover reasonable expenses, including attorney's fees, if they prevail. The bill does not apply to certain zoning ordinances regulating the commercial sale of knives, firearms, components, or ammunition.
