This bill: This bill appropriates over $3.2 billion in funding for a wide range of initiatives across Missouri, including distributions to private higher education institutions for workforce development, improvements to job centers and services for people with disabilities, grants to port authorities, renovations and upgrades to state facilities and infrastructure, broadband expansion, community and economic development programs, public safety and criminal justice initiatives, health and social services programs, and significant investments in higher education facilities and workforce training programs. The bill utilizes a combination of federal Coronavirus State Fiscal Recovery Funds, the State Budget Stabilization Fund, and General Revenue to fund these various appropriations. Many of the appropriations require matching funds from local or private entities in order to be eligible for state funds. The bill also includes language prohibiting more than 5% of federal grant funds from being used for administrative costs.
