This bill establishes the Substance Abuse Primary Prevention Fund and appropriates funds for substance abuse prevention services. * The Substance Abuse Primary Prevention Fund will receive an annual transfer of $1,500,000 from the Liquor Account. This money is intended for substance abuse prevention services at both state and local levels, including training, education, community processes, problem identification, and environmental strategies. The fund is established in the state treasury, and any interest earned on invested idle moneys will be returned to the fund. * The bill also amends existing law to specify how moneys in the Liquor Account are distributed. This includes transfers to the substance abuse treatment fund, the state community college account, the public school income fund, the cooperative welfare fund, the drug court, mental health court and family court services fund, and the drug and mental health court supervision fund. The remainder of the Liquor Account is distributed to cities and counties, with percentages decreasing over several fiscal years. * This act takes effect on July 1, 2023.
