This bill amends the Illinois Insurance Code to provide that ground ambulance services are subject to provisions concerning billing for emergency services and nonparticipating providers. It changes the definition of "health care provider" to include ground ambulance services. The bill also establishes requirements for handling billing and cost-sharing for emergency services provided by nonparticipating providers or facilities, as well as certain non-emergency services provided by nonparticipating providers at participating health care facilities. The bill specifies a process for binding arbitration to resolve payment disputes between health insurance issuers and nonparticipating providers or facilities. The bill takes effect immediately.
