This bill amends the Pennsylvania Consolidated Statutes to require law enforcement agencies to develop and implement written use of force policies. The policies must include decision-making criteria for the initiation and termination of force, responsibilities of officers and field supervisors, and recordkeeping protocols. The bill also prohibits the use of choke holds by law enforcement officers except in cases where deadly force is authorized. It requires officers to receive annual training on the proper use of force, and the Municipal Police Officers' Education and Training Commission must certify whether each agency has a use of force policy in effect every two years.
