This bill amends the state's education law, KRS 160.041, to provide a merger process for contiguous school districts. It requires an insolvent district to be merged with a contiguous school district and directs the Kentucky Board of Education to promulgate regulations regarding mergers due to insolvency. The bill simplifies the merger process, allowing the two school boards to jointly develop a merger plan or, if they cannot agree, for the chief state school officer to develop the terms of the merger. It also requires the Kentucky Board of Education to determine and direct the merger of an insolvent school district with a contiguous district if the districts cannot negotiate a merger themselves.
