This bill aims to update the statewide assessment of electric vehicle (EV) charging infrastructure needed to support the state's goals of having at least 8 million zero-emission vehicles on California roads by 2030 and ensuring 100% of new cars and light trucks sold in California are zero-emission by 2035. The bill requires the Energy Commission to assess the charging infrastructure needs for various use cases, including low-income communities, disadvantaged communities, and rural areas, to ensure an equitable deployment of charging stations. Additionally, the bill requires the Energy Commission to assess whether charging station infrastructure, including Level 2 and direct current fast charging stations, is disproportionately deployed and to use funds and other mechanisms to more proportionately deploy new charging station infrastructure, unless the disproportionate deployment is found to be reasonable and in line with state energy or environmental policy.
