This bill: Requires the Secretary of State to determine the number of voting-age residents in each county and precinct who are members of a single language minority group and lack sufficient English skills to vote without assistance. It requires the Secretary to make this determination by December 15, 2025 and every subsequent year after a presidential election, and to make publicly available a list of the languages used by these language minority groups. Beginning January 1, 2028, the bill would require the Secretary of State and county elections officials to provide specified election materials in the applicable language minority group's language as well as in English. The bill also makes changes to existing law regarding the provision of ballot materials in languages other than English, including limiting the expansion of categories of covered languages for providing facsimile ballots until January 1, 2028. After that date, the bill imposes new requirements relating to translated ballots, including requiring the training of precinct board members. Additionally, the bill makes changes to voter registration, vote by mail, and vote center requirements to improve language accessibility, and incorporates additional changes to existing law related to elections.
