This bill, the Global Nuclear Energy Assessment and Cooperation Act, directs the Secretary of Energy to conduct a study on the global status of the civilian nuclear energy industry, including information on the industry's risks, its potential to reduce emissions, and its role in U.S. foreign policy. The bill also requires the Secretary of Energy, in consultation with the Secretary of State and the Nuclear Regulatory Commission (NRC), to develop a program to train foreign nuclear energy experts and standardize safety practices. Additionally, the bill tasks the NRC with coordinating work related to licensing nuclear reactor imports and exports, and supporting international technical standards and regulatory cooperation. Finally, the bill prohibits the possession or ownership of certain enriched uranium fuel fabricated by entities owned or controlled by the governments of Russia or China, unless specifically authorized by the NRC.
