This bill, the Caring for Survivors Act of 2023, aims to improve and expand eligibility for dependency and indemnity compensation (DIC) paid to certain survivors of veterans. Specifically, the bill increases the amount of DIC for surviving spouses to 55% of the rate of monthly compensation under section 1114(j) of title 38, United States Code. Additionally, the bill modifies the requirements for DIC for survivors of certain veterans rated totally disabled at the time of death, reducing the minimum period of continuous disability from 10 years to 5 years. The bill also includes a special rule for certain individuals whose DIC is predicated on the death of a veteran before January 1, 1993, allowing them to receive the greater of the previous or new DIC amount.
