This Memorial requests the Secretary of Public Education to establish a Community Schools Funding Task Force to address the ongoing financial needs of community schools in New Mexico. The task force, composed of representatives from various educational and governmental bodies, will study the effectiveness and cost of current community school initiatives, which are evidence-based strategies proven to improve student outcomes, attendance, and graduation rates, particularly in high-poverty areas. Recognizing that existing grants are insufficient for long-term sustainability and that there's no formal certification process to ensure high-quality implementation, the task force is charged with developing criteria for certifying community schools, recommending a sustainable funding model based on this certification, and creating a strategic plan with clear goals and action steps. The task force will provide interim and final reports with its findings and recommendations to state officials and the legislature.
