This bill amends the Illinois Administrative Procedure Act to require state agencies to provide language assistance, such as oral interpretation or written/sight translation, to parties or witnesses who cannot speak or understand English, or who can only do so with difficulty. The bill requires agencies to appoint certified, registered, or qualified interpreters at no cost to the person in need of assistance, and outlines the duties and qualifications of the appointed interpreters. It also requires agencies to provide translations or interpreters for proposal for decision documents. Additionally, the bill directs the Department of Central Management Services to establish and maintain a registry of certified, qualified, and registered foreign language interpreters that can be used by state agencies.
