This bill requires each local agency in California to develop a program by January 1, 2025, for the preapproval of accessory dwelling unit (ADU) plans. Under this program, local agencies must accept ADU plan submissions for preapproval, approve or deny the preapproval applications based on existing standards, and post the preapproved plans and the applicants' contact information on the agency's website. Additionally, the bill mandates that local agencies must approve or deny an application for a detached ADU within 30 days if the plan is either preapproved by the local agency or identical to a plan previously approved by the local agency in the current triennial California Building Standards Code rulemaking cycle. The bill also declares that the lack of housing is a matter of statewide concern, and therefore, the provisions of this bill apply to all cities, including charter cities.
