This bill, the Local Electrification Planning Act, requires cities, counties, or city and counties with a population greater than 75,000 residents to prepare and adopt an electrification plan, decarbonization plan, community energy plan, or similar plan, or integrate such a plan into their general plan, by January 1, 2026 (or no later than January 1, 2029). The plan must include goals, policies, and implementation measures related to expanding electric vehicle charging, electrifying and decarbonizing buildings, expanding zero-emission and renewable distributed energy resources, addressing the needs of disadvantaged communities and low-income households, and coordinating with load-serving entities on grid infrastructure upgrades. The bill deems these plans as regional plans for certain regulatory purposes and provides that local agencies have the authority to levy fees to pay for the mandated program.
