This Joint Resolution proposes a constitutional amendment to create a dedicated fund called the "water for Texas fund" to help finance water projects across the state. This fund would be a special account within the state treasury, managed by the Texas Water Development Board (TWDB), and would not require legislative approval for its use. Money could be moved into and out of this fund, and separate accounts could be established within it, with its sources including legislative transfers, dedicated revenues, investment earnings, gifts, grants, donations, and redeposited funds. The legislature would determine how the money from this fund can be used, and could also allow investment costs to be paid from the fund. If approved by voters in an election on November 7, 2023, this amendment would become part of the Texas Constitution.
