Bill Summary

An act to add Section 7299.7 to the Government Code, relating to local government.

This bill would require local agencies that provide emergency response services to a population where 5% or more of the people speak English less than "very well" and jointly speak a language other than English, to provide emergency information in both English and all of those other languages. Local agencies would have to use American Community Survey data or an equally reliable source to determine which languages meet this threshold by January 1, 2025, and reassess that data every 5 years. The bill would also impose quality and cultural competency requirements on how local agencies provide the translated information. The Office of Planning and Research would be required to survey a sample of local agencies every 3 years to determine compliance with these requirements and report the findings to the Legislature.
