This bill establishes a central procurement function within the Department of Water Resources (DWR) to procure eligible energy resources if the Public Utilities Commission (PUC) determines there is a need for additional procurement. The bill requires the PUC to establish procedures and requirements for DWR's procurement activities, and allows DWR to recover its costs through nonbypassable charges on load-serving entities and local publicly owned electric utilities that voluntarily participate. The bill also requires DWR to consider various factors in evaluating bids and mandates the use of a skilled and trained workforce for eligible energy resource project construction. Additionally, the bill authorizes the PUC to assess capacity payments on load-serving entities and local publicly owned electric utilities that fail to meet their resource adequacy requirements, and the bill establishes new accounts within the DWR Electricity Supply Reliability Reserve Fund to hold those capacity payments.
