This bill clarifies the application of environmental review statutes to regional and local comprehensive land use planning in the seven-county metropolitan area of Minnesota. Specifically, it amends the existing law to state that the Metropolitan Council's adoption and amendment of the comprehensive development guide, metropolitan system plans, and other policy plans do not constitute conduct that causes or is likely to cause pollution, impairment, or destruction under environmental review laws. Additionally, the bill provides that the adoption or amendment of comprehensive plans and fiscal devices and official controls consistent with regional planning requirements shall not be subject to environmental review as well. This bill aims to streamline the planning process for regional and local governments in the metropolitan area.
