Bill Summary
AN ACT to amend the tax law, in relation to exempting low-emission and energy efficient vehicles from retail sales and compensating use taxes; and providing for the repeal of such provisions upon expiration thereof
AI Summary
This bill exempts low-emission and energy-efficient vehicles from retail sales and compensating use taxes in New York. It defines a "low-emission and energy-efficient vehicle" as one certified by the U.S. Environmental Protection Agency (EPA) or, if the EPA has not certified any vehicles, any vehicle that has achieved an air pollution score of 9 or better and a greenhouse gas score of 9 or better on the EPA's Green Vehicle Guide. The bill requires the state to post a list of qualifying vehicles on its website and update it as necessary. The exemptions will be offset by proceeds collected from the auction of emissions allowances, up to $27 million. The bill will take effect 90 days after becoming law and expire on December 31, 2026.
