The bill requires these "collectors" to comply with all applicable laws, monitor the bins, post signage, limit public access, inspect the bins regularly, maintain records, and notify law enforcement of any suspected tampering or theft. The bill also prohibits collectors from receiving compensation from customers and provides that collectors who comply with the requirements are not subject to discipline by the State Board of Pharmacy for any resulting injury or harm, unless it was due to gross negligence or willful misconduct. Additionally, the bill relieves collectors from complying with any local restrictions affecting the collection and destruction of the bin's contents.
