This bill amends existing Idaho law to: 1. Define "open-source software" as software with publicly published programming code. 2. Require voting machines and vote tally systems to utilize open-source software. 3. Mandate that county clerks post a sample ballot and the open-source software used to tally votes on the county's website, including information on the compiler used and the machine language. 4. Provide legislative intent for the Secretary of State to issue a request for proposals for voting machines that use open-source software and can stamp each counted ballot with an identifying number and timestamp. 5. Require the Secretary of State to report to the Legislature on the progress of the request for proposals and the ability of county clerks to post the required information. 6. Set an emergency effective date of July 1, 2023, for the legislative intent provisions, and a general effective date of January 1, 2027, for the other amendments.
