This bill: - Increases the maximum amount of debt service coverage that must be transferred from the State Transportation Trust Fund to the Right-of-Way Acquisition and Bridge Construction Trust Fund from $350 million to $425 million. - Authorizes the Department of Transportation to provide up to 100% of project costs for eligible projects in rural areas of opportunity. - Authorizes the installation of automated license plate recognition systems within the right-of-way of any road on the State Highway System for the purpose of collecting active criminal intelligence or investigative information, but prohibits using such systems to issue traffic citations. - Expands the Department of Transportation's powers and duties, including allowing the department to fund up to 100% of eligible project costs at certain rural airports and authorizing the department to expend funds for employee commercial driver's license training. - Increases the annual contract cap for the Department of Transportation's innovative transportation projects program from $120 million to $200 million. - Transfers governance and control of the Santa Rosa Bay Bridge Authority to the Department of Transportation.
