This bill adds a new chapter to existing Idaho law to establish the Second Amendment Financial Privacy Act. The key provisions of this bill are: 1. It prohibits state and local government entities, as well as any other person or entity, from keeping any list, record, or registry of privately owned firearms or their owners in Idaho. 2. It prohibits financial institutions from requiring the use of a "firearms code" to separately identify and track lawful firearm and ammunition purchases by merchants in Idaho, as this could have a chilling effect on the exercise of Second Amendment rights. 3. It authorizes the state Attorney General to investigate and enforce violations of the Act, including by issuing cease-and-desist orders and seeking court injunctions against any individual or entity found to be in violation. 4. The bill declares an emergency and states that it will take effect on July 1, 2023.
