AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To establish a Commission on Reparations to study and develop reparation proposals for eligible African Americans and a Reparations Foundation Fund to be used for the future payment of reparations; and to amend the Department of Insurance and Securities Regulation Establishment Act of 1996 to require the Commissioner of the Department of Insurance, Securities, and Banking to establish a slavery era database of insurance records and financial records.
