This bill requires the Florida Department of Health to award a medical marijuana treatment center license to an applicant who is a recognized member of a certain class, as long as the applicant meets specified conditions. Any licenses awarded to such applicants must be deducted from the number of licenses the Department is required to issue based on the number of qualified patients registered in the state's medical marijuana use registry. The bill also provides that an applicant who applies for a license under this provision, pays the initial application fee, and is determined to meet the requirements but is not awarded a license may transfer the application fee to a subsequent opportunity to apply for a license.
