This bill prohibits any person, corporation, association, or other entity from slaughtering a horse if any part of the horse will be used for human or animal consumption. It also prohibits the import, export, sale, purchase, possession, transport, or receipt of a horse or horseflesh if the person knows or should have known that the horse or horseflesh will be used for human or animal consumption. The bill defines "horseflesh" as the flesh of a dead horse, including the animal's viscera, skin, hide, hooves, and bones, and "slaughter" as the intentional killing of a horse for the purpose of using any part of the horse for human or animal consumption. Violations of the bill's provisions are punishable by fines, and the bill's provisions are in addition to, and not in lieu of, any other laws protecting animal welfare.
