This bill repeals an existing law and adds a new section to the Idaho Code to revise the process for dividing certain single countywide highway districts into commissioner subdistricts. The key provisions are: 1. Effective January 1, 2024, certain countywide highway districts located in counties with a population over 200,000 will be divided by the county commissioners into seven commissioner subdistricts, with no census blocks or incorporated cities divided except to achieve a population variation of no more than 10%. 2. Highway district commissioners must be residents of the subdistrict they represent, and voters in each subdistrict will vote for only one commissioner candidate. County commissioners, mayors, and city council members are ineligible to hold office as a countywide highway district commissioner. 3. In the 2024 elections, commissioners in subdistricts 2, 4, and 6 will be elected for 2-year terms, and commissioners in subdistricts 1, 3, 5, and 7 will be elected for 4-year terms. Subsequent elections will be held every 4 years. 4. The elections will be conducted at the county level on a partisan basis, with each political party nominating a single candidate for each subdistrict in the primary election. 5. Highway district commissioners will be compensated either in accordance with existing law or with a salary not exceeding $1,200 per month, except for the president who may receive up to $1,400 per month. 6. Existing single countywide highway districts will transition to the new commissioner structure, with a transition team preparing and executing a plan for the orderly transition.
