This bill: - Codifies existing common-law principles of parliamentary law regarding the powers and duties of committee chairs and vice chairs into the statutory provisions that apply to legislative interim committees. - Renames the Joint Interim Standing Committee on Natural Resources as the Joint Interim Standing Committee on Natural Resources and Public Lands, and transfers the powers and duties of the Subcommittee on Public Lands to this renamed committee. - Requires the Joint Interim Standing Committees to be appointed by August 31 following each regular session, and to begin holding meetings on September 1. - Changes the voting requirement for proposed legislation from a majority of each House to at least five votes from the eight-member committee. - Transfers the duties related to reviewing governmental purchasing issues from the Joint Interim Standing Committee on Legislative Operations and Elections to the Joint Interim Standing Committee on Government Affairs. - Creates exceptions to the gift prohibitions under the Nevada Lobbying Disclosure and Regulation Act for legislative committee investigative meetings, events, or trips. - Repeals the requirement for the Joint Interim Standing Committee on Health and Human Services to review certain regulations proposed or adopted by licensing boards. - Revises the membership, organization, and operations of the Legislative Committee for the Review and Oversight of the Tahoe Regional Planning Agency and the Legislative Committee on Senior Citizens, Veterans and Adults With Special Needs. - Renames the Sunset Subcommittee as the Sunset Committee of the Legislature and revises its membership, organization, and operations.
