This bill makes several changes to enhance safety and security in public schools in Texas. It amends the Education Code to: - Require the Commissioner of Education to adopt or amend rules to ensure school facilities standards provide a secure and safe environment, and to review these standards every two years. - Establish a school safety support role for regional education service centers to assist schools with emergency operations plans, security committees, drills, and other safety measures. - Prohibit school districts from providing severance payments to superintendents terminated due to noncompliance with safety requirements. - Require open-enrollment charter schools to comply with various school safety requirements. - Require school districts to provide mental health first aid training for employees who regularly interact with students. - Establish a school sentinel program allowing school employees to carry weapons on campus for safety purposes. - Enhance the agency's monitoring of school district compliance with safety and security requirements, and authorize various interventions for non-compliance. - Create a school safety grant program funded by a new state school safety fund. - Require sheriffs to hold regular meetings with law enforcement and school officials to discuss school safety. - Mandate additional active shooter response training for school police officers and resource officers.
