This bill establishes a diaper distribution grant program in Minnesota. The program will award competitive grants to eligible applicants to provide diapers to underresourced families statewide. Eligible applicants must demonstrate their capacity to distribute diapers statewide, including having a network of distribution partners, the infrastructure to manage procurement and distribution, relationships with national organizations, the ability to engage in community awareness and advocacy, a commitment to working across ideological and political spectrums, and a focus on equity. The grants can be used to purchase diapers and wipes, cover warehouse and storage expenses, and fund related staffing needs. The bill also requires grant recipients to retain records, report on the use of grant money, and comply with additional requirements set by the commissioner. The commissioner must report annually to the legislature on the program, including the number of grants awarded and diapers disbursed. The bill appropriates $500,000 in fiscal year 2024 and $500,000 in fiscal year 2025 from the general fund to the commissioner of human services for the diaper distribution grant program.
