This bill establishes the Texas Cleaner Landscapes for the Economy, Agriculture, and Nature (CLEAN) Advisory Council, a 13-member council tasked with creating and implementing programs to recover and recycle at least 85% of plastic, glass, and aluminum beverage containers sold in the state, develop a carryout bag reduction and recycling program, and implement a statewide litter prevention and reduction program. The council is also required to evaluate existing state laws and regulations related to litter and make recommendations for improvement. The bill sets deadlines for the council to develop and begin implementing these programs, as well as submit reports to the governor and legislature on the progress and effectiveness of the programs.
