This bill modifies the teacher strike provisions in Minnesota. It amends the existing law to specify that teachers can only strike if the collective bargaining agreement has expired, mediation has occurred for at least 30 days, and the employer has not offered an agreement that increases future district costs for salaries and benefits by at least the maximum increase available. The bill also adds a new subdivision that requires school districts to determine the maximum increase in costs for salaries and benefits based on changes in the state's gross domestic product and population growth, and to provide notice to the public if the final agreement exceeds this maximum. The provisions in this bill would be effective for collective bargaining agreements starting July 1, 2023 and thereafter.
