This bill establishes the Minnesota Grape and Wine Advisory Council to review applications and recommend projects to receive Minnesota grape and wine program grants and other forms of financial assistance. The bill also creates a Minnesota grape and wine account in the agricultural fund to fund these grants and other forms of financial assistance for the promotion, education, and development of Minnesota wines and grapes. Additionally, the bill requires wineries holding a direct shipper license to obtain a license and report quarterly on their shipments of wine directly to Minnesota consumers. Finally, the bill requires a portion of the sales tax revenue from these direct-to-consumer wine sales to be deposited into the Minnesota grape and wine account.
