This bill amends the laws regarding public sector bargaining in public schools. Key provisions include: 1) Changing the term "school district" to "administrative unit" when referring to the public employer. 2) Requiring the public employer and the bargaining agent representing employees within the administrative unit to meet within 10 days of receiving a written notice requesting a meeting for collective bargaining purposes, unless the parties have agreed otherwise in a prior written contract, except that explicit waivers of collective bargaining over wages, hours, working conditions, and contract grievance arbitration in a prior written contract cannot be enforced for the purposes of this paragraph. 3) Suspending the obligation to meet within 10 days during the period between a referendum approving a new regional school unit and the operational date of the regional school unit, as long as the parties meet at reasonable times during that period.
