This bill appropriates $1,060,181,797.72 in federal funds from the American Rescue Plan Act - Coronavirus State Fiscal Recovery Fund to the Department of Finance for the fiscal year ending September 30, 2023, with remaining funds reappropriated through December 31, 2026. * Up to $339,175,000 for health care and related services, including $200,000,000 for hospitals and nursing homes, $5,000,000 for veterans' hospitals, $40,000,000 for the State Employees' Insurance Board, $40,000,000 for the Public Education Employees' Health Insurance Board, $25,000,000 for mental health programs, $9,000,000 for telemedicine expansion, $20,000,000 for personalized medicine research, and $175,000 for coronavirus vaccine voucher programs for university students. * Up to $660,000,000 for water, sewer, and broadband infrastructure investments, including $260,000,000 for broadband network expansion and cybersecurity, and $400,000,000 for water and sewer infrastructure projects, with specific allocations for grants to water and sewer systems and wastewater improvements in the Alabama Black Belt. * Up to $55,000,000 for programs and services addressing negative economic impacts of the public health emergency, such as food assistance, child welfare services, domestic violence services, senior citizen services, mental health services, housing security, and summer learning programs for children. * Up to $5,000,000 for response and mitigation expenses related to the coronavirus pandemic, specifically to reimburse the Alabama Department of Labor for expenses related to coronavirus unemployment benefits hearings. * Up to $1,006,797.72 for administrative, auditing, and reporting costs associated with the state fiscal recovery funds.
