This bill amends the Pennsylvania Consolidated Statutes to establish a Municipal Codes Enforcement Grant Program and a Municipal Neighborhood Mitigation Fund. The Grant Program provides funding to municipalities without existing code enforcement programs to help establish code enforcement programs and hire and train code enforcement personnel. The Mitigation Fund allows municipalities with existing code enforcement programs to collect penalties for code violations, which can be used to address issues like demolition, cleanup, and repairs of blighted properties. The bill also authorizes counties to enact property maintenance codes and enforce municipal property maintenance ordinances through intergovernmental cooperation agreements. Additionally, the bill appropriates $10 million to the Department of Community and Economic Development to implement the Grant Program.
