Bill Summary
AN ACT to amend 1947 PA 336, entitled ?An act to prohibit strikes by certain public employees; to provide review from disciplinary action with respect thereto; to provide for the mediation of grievances and the holding of elections; to declare and protect the rights and privileges of public employees; to require certain provisions in collective bargaining agreements; to prescribe means of enforcement and penalties for the violation of the provisions of this act; and to make appropriations,? by amending section 10 (MCL 423.210), as amended by 2023 PA 9.
AI Summary
This bill amends Section 10 of the Public Employment Relations Act (MCL 423.210) to remove the prohibition against labor organizations assisting in collecting dues from public school employees. The bill allows public employers and bargaining representatives to enter into collective bargaining agreements that require all public employees in the bargaining unit to financially support the bargaining representative, either through membership dues or service fees. This provision would take effect upon a Supreme Court decision that reverses or limits the Janus v. AFSCME ruling, or the ratification of a constitutional amendment restoring the ability to require such fees. The bill also appropriates $1 million to the Department of Labor and Economic Opportunity to respond to public inquiries, provide resources to the Commission, and inform stakeholders about the changes.
