This bill: - Establishes definitions for "carbon dioxide," "carbon dioxide injection well," and "geologic storage facility," and amends the definitions for related terms in the Natural Resources Code and Water Code. - Clarifies the ownership of carbon dioxide stored in a geologic storage facility, generally vesting ownership with the storage operator unless the title is transferred to the state. - Creates the "carbon dioxide storage trust fund" to be used by the Railroad Commission for permitting, monitoring, and maintaining geologic storage facilities and associated injection wells. - Adds new chapters to the Natural Resources Code to establish a process for the state to assume long-term responsibility and liability for permanently sequestered carbon dioxide, and to authorize the integration of pore space for the development of geologic storage facilities. - Declares that, unless modified by a legal document, the owner of the surface estate owns the pore space underlying the land. - Makes various other conforming changes to related laws in the Health and Safety Code, Natural Resources Code, and Water Code.
