This bill amends the Utilities Code to establish a goal that 50 percent of the new electric generation capacity installed in the ERCOT power region after January 1, 2024, be sourced from "dispatchable generation" technologies, which are defined as generating technologies other than non-dispatchable technologies. The bill requires the Public Utility Commission to establish a dispatchable generation credits trading program, and it gives the Commission authority to impose penalties for non-compliance with the 50 percent goal. The bill also clarifies the Commission's jurisdiction over municipally owned utilities with respect to the dispatchable generation credits program.
