This bill amends existing law to add certain reporting requirements related to the Occupational Licenses Fund. Specifically, it requires the Division of Occupational and Professional Licenses (the Division) to: 1. Report to the Joint Finance-Appropriations Committee and the germane legislative committee if moneys in any fund detail of the Occupational Licenses Fund exceed 125% or fall below 10% of the five-year rolling average of annual expenditures of the associated board or commission, and determine a plan of rectification such as fee reductions, holidays, or increases. 2. Prepare monthly reports regarding the revenues and expenditures of each board and commission, and submit them to the Budget and Policy Analysis Division of the Legislative Services Office, with a copy to the relevant board or commission. 3. Prepare an annual year-end report regarding the revenues and expenditures of each board and commission, and submit it to the Budget and Policy Analysis Division of the Legislative Services Office. The bill also declares an emergency and states that it shall be in full force and effect on and after July 1, 2023.
