This bill proposes to amend Section 5 of Chapter 7C of the General Laws to further regulate public building projects in the Commonwealth. Specifically, it requires the commissioner to control and supervise any building project with an estimated cost exceeding $1 million and involving structural or mechanical work. The commissioner may, upon request, delegate project control and supervision to state agencies or building authorities for projects with an estimated cost less than $10 million if the commissioner determines the agency or authority has the ability to do so. Projects with an estimated cost less than $1 million or that do not involve structural or mechanical work can be controlled and supervised by the state agency or building authority without the commissioner's oversight.
