This bill establishes the "Better Buildings Act" in Massachusetts. It requires the Department of Energy Resources to set building performance standards for large buildings (20,000 square feet or more) that aim to reduce their normalized site energy use intensity and/or normalized greenhouse gas emissions intensity. The standards will become increasingly stringent over time, reaching final targets by 2050. The bill allows for campus-wide standards for certain institutions, provides for financial and technical assistance programs to help building owners meet the standards, and allows for extensions and alternative compliance options in certain cases. The department will collect and make public building energy use data, and can coordinate with municipalities on building performance standards. Revenue from alternative compliance fees and penalties will fund the program and support energy efficiency retrofits in low-income housing.
