This bill establishes a program for low-income fares (LIF) on the Massachusetts Bay Transportation Authority (MBTA) and regional transit authorities. The program will provide free or discounted transit fares for qualifying riders on all modes of transportation operated by these authorities. The bill requires the MBTA and regional transit authorities to develop stakeholder engagement plans and implementation analyses, which will examine the anticipated number of benefiting riders, average fare reductions, impact on system revenue, eligibility and verification methods, and estimated administrative and marketing costs. The MBTA analysis must be filed with the state legislature by October 15, 2023.
