This bill establishes the Massachusetts Health Care Trust to provide equitable access to high-quality, affordable health care services for all Massachusetts residents as a right, without any patient cost-sharing. The Trust will be responsible for the collection and disbursement of funds required to provide these comprehensive health care services, which will include medical, dental, behavioral health, long-term care, and other important services. The Trust will be governed by a Board of Trustees with representation from various stakeholder groups, including health care professionals, employers, patient advocates, and elected citizens. The Trust will be funded through dedicated payroll taxes on employers, employees, and unearned income, as well as by maximizing federal funding sources. This bill aims to transition Massachusetts to a single-payer, universal health care system that controls costs and improves health outcomes for all residents.
