This bill amends Chapter 7C of the General Laws to require state agencies that initiate the construction of new facilities or renovations costing over $25,000 to install solar energy systems on or near the facility. If the effective solar area (the portion of the building's roof where solar output would be at least 70% of an unshaded system) is sufficient, the solar system must meet 100% of the building's projected annual electricity demand. If the effective solar area is insufficient, the agency must install the maximum possible solar system or a ground-mounted system, unless the effective solar area is less than 80 square feet or a substitute renewable energy system will be installed to meet 100% of the demand. The bill provides exemptions from these requirements in certain situations.
