This bill aims to reduce gas leaks by authorizing the Massachusetts Department of Public Utilities (the "department") to fine gas distribution companies for Grade 3 leaks. The fines collected will be used to fund projects that mitigate the effects of such gas leaks on public health, public infrastructure, and reduce communities' exposure to these leaks. The department is required to issue regulations within 12 months of the effective date, which will set forth a schedule of fines, parameters for the use and disbursement of the fine proceeds, a process for auditing the annual reporting of Grade 3 leaks by gas distribution companies, and an appeals process for companies to contest the fines. The bill will take effect on January 1, 2024.
